Early Head Start
HCCADC offers two Early Head Start Programs for children that are free to all those that are apply and are accepted. Services for these programs include pregnant moms and children that range from birth through the age of 3.
Income is a factor in determining eligibility for the program; however, we encourage all families to apply regardless of income as we will accept over-income families to participate in our programs whenever we have those slots to utilize.
Early Head Start programs are primarily federally-funded programs that provide education, health, and social services to families enrolled. Early Head Start Programs help families with pregnant moms and children from birth through 3 years of age develop academic and social skills that help prepare them for Head Start/Pre-K Counts programs. While enrolled in a high quality Early Head Start Program families will receive nutrition information, health supports, and resources to help them grow as a whole.
Early Head Start: Home-based
Our Early Head Start Home-based Program is a family focused, home-based program that serves pregnant women as well as children from birth through the age of 3. Our program provides an education designed to help parents encourage and develop their child’s abilities as well as to help families feel supported in their parental education.
Families are visited weekly for an hour and half. During those visits, families will be provided developmentally appropriate activities for the child and parent(s) to do as a unit in an effort to further the familial bond. The Home Visitor will help guide the parents on how to be their child’s first and primary educator.
Monthly socials are planned by the families enrolled in our programs to help them connect with other families and their children from within the program. This allows children to take part in the socialization aspect of the program in a safe and fun environment, while also providing connects to parents in the community.

Early Head Start: Center-based
Our Early Head Start Center-based Program is a comprehensive program for children 6 weeks through 3 years of age. Early Head Start operates on the premise that all children share certain needs and can benefit from a comprehensive development program to meet their emotional, social, health, nutritional, and psychological needs.
Through activities such as block building, dramatic play, games, songs, stories, physical activity, indoor/outdoor play, nutritional activities, self-help skills, and instructional time children can grow their skills to better prepare them for Head Start/ Pre-K Counts programs, and will become more confident as they do.
Classes are Monday through Friday, and operate for 6 hours a day.

Important Enrollment Information:
If you complete an online application with us, it serves as more of a referral. A staff member will reach out to you and schedule a time to complete an in-person visit. At the time of application, you will be asked to provide the following information:
- Birth Certificate/ Record
- Immunization Records
- Proof of Income from the Previous Year
- Proof of Assistance Programs (if applicable)
- Court Orders (if applicable)
